lifted yesterday morning. federal aid money was approved to help

rebuild part of the damage at the oroville dam spillway. crews are working around the clock to repair the emergency spillway, which had been in danger of failing. the goal right now is to get the water level down before the next round of rain moves in. while authorities believe the risk of a collapse of the dam's emergency spillway has been averted, the sheriff of butte county warned people they must remain on alert. in addition to filling the holes in the emergency spillway, the department of water resources is releasing as much water as possible from the primary spillway, without causing additional damage to the spillway which has a massive hole in it. the intense, controlled water release has dramatically reduced the water level of of the coming so far officials have been able to drop the lake feet but they say they want to drop the 35 feet before the next round of rain arrives.

kron four's averi harper is live in oroville as many people have already returned home. averi? and with the mandatory evacuation orders now lifted many families were able to spend time with their loved ones on valentine's day in the comfort of their own homes. nearly 200-thousand people were forced to evacuate sunday night because of the spillway crisis. but there are mixed emotions this morning about the order being lifted. some people say it might be premature to go back home already, while others say they are happy the evacuation is lifted. people who live in the area now hope that the levee is strong enough handle the next round of rain so they won't have to deal with another evacuation. evacuation.

partnership with a-b-c-7 news. the gunmen robbed a bank on piedmont avenue around 5:30 last night. they took off in a car and hit two other cars on their way. police chased the pair to oakland, then they eventually took off on foot. at one point the rockridge bart station was closed during the search but it is back open now. police do not have a clear description of the robbers this morning. highway-37 remains closed this morning... even though it's not flooded anymore. and this morning crews are working to make sure it never floods again. the roadway in novato has been closed 3 times in the past 2 months as storms have been hitting the bay area. and caltrans has now hired santa rosa based ghilotti construction to make repairs. the roadway is no longer flooded, but crews are keeping it shut down so they can move in heavy equipment to make short-term improvements. this will hopefully keep future flood

waters at bay. caltrans says the plan is to add several inches of asphalt to the highway in order to raise the roads. they are also going to build a barrier in hopes of it reducing the flooding. with more rain in the forecast... highway-37 is expected to flood again before repairs are finished in the south bay... crews are still working to clear a mudslide that is blocking part of highway- 17. that highway has had its share of problems over the past week. work on the slide came to a halt last thursday... after an accident involving a sub- contractor killed one worker and injured another. a new safety plan is now in place, but the lane closures will continue indefinitely. officials say, virtually all other alternative routes are affected by mudslides. they say drivers should expect at least two hour delays on highway 17 during the morning developing this

morning...reports are emerging about contact between trump aides and russian officials during the u-s presidential election. the new york times is reporting that high-level advisers close to president trump during his campaign were in constant communication with russian officials. those advisers included former national security advisor michael flynn... as well as then-campaign-chairman paul manafort. the communication s were intercepted during routine intellegence operations targeting russian officials. manafort says he never spoke with russian officials during the campaign. senate leaders say they are likely to launch an investigation into flynn and his conversations with a russian ambassador before president trump was sworn into office. but not everyone is onboard... party. that was senator rand paul. he said they need to focus on issues like repealing obamacare... and not republicans investigating republicans. officials emphasize that communications between campaign staff and

representatives of foreign governments are not unusual. however, these communication s stood out to investigators due to the frequency and the level of the advisers involved. breaking international news overnight... police in malaysia have arrested a woman in connection to the death of north korean leader kim jong un's half brother. police released a statement this morning saying that the woman was arrested at the kuala lumpur airport. kim jong nam died monday after being sprayed in the face with a chemical at the airport. u.s. officials believe that the north koreans were behind his murder. kim jong nam had been critical of his brother's regime still ahead on the kron four morning news... several people are injured after six tornadoes rip through texas. we'll show you more of the damage as dozens of homes are now destroyed. plus.. several major retailers are trying to prevent raising their prices due to president trump's proposed border tax. we'll tell you what they're doing today to try to save you money. plus... a

more than 56-thousand bridges in the u-s are structurally deficient and may not be safe to drive on... and several of those bridges are right here in the bay area. according to the american road and transportation builders association more than 13-hundred bridges in california are considered deficient... this means that at least one key element of the bridge's structure is in "poor" condition or worse. and 4 bay area bridges are considered "structuraly deficient" and are among the most traveled roads in the state. the bay area bridges on the list include interstate 680 over monument boulevard. interstate 880 over san leandro creek... interstate 280 over the lawrence expressway and highway 101 over cordilleras creek in san mateo county.

the new list is an improvement from last year when 7 bay area bridges were on the list. a massage parlor in san francisco's financial district is accused of opperating as a brothel. that's according to the city attorney. a lawsuit was filed against the massage parlor yesterday. city attorney dennis herrera is trying to shut down queen's health center on kearny street. according to herrera's office, the business has been operating a brothel since at least 20-10. the lawsuit says it was temporarily closed last year after undercover officers were offered sex. but in the days before it was set to re-open... queen's health center was advertising provocative pictures. s for queen's health center commented on the lawsuit. at least six people are injured this morning after severe storms and six tornados sweep through texas. it all happened near houston yesterday. this is new video showing the damage. you can see several homes are destroyed. other parts of texas saw heavy rainfall and snow yesterday. the storms moved out of the area last night.

a man brought to the u-s illegally as a child, but protected from deportation by the obama administration has been taken into custody by immigration officers in tacoma, washington. protesters and attorneys gathered at a federal detention center in what could be a first-of-its kind fight. 23-year-old daniel ramirez was arrested by u-s immigration and customs enforcement agents after they came to issue a warrant for his father. he is now fighting for his release, saying he is protected as a so-called "dreamer." ramirez has a work permit under former president obama's "deferred action for childhood arrivals program," or daca. renewed." an ice spokesperson sent out a statement saying that ramirez was an admitted gang member and a risk to public safety. ramirez's lawyer denied this statement, saying ramirez was pressured to falsely admit being in a gang. immigration advocates say this is an isolated incident, and do not believe that ice is going after daca recipients.

nearly 800 parents from "the human rights campaign" sent a letter to president trump asking him to protect transgender students. the letter stresses that all students deserve equal access to a safe and welcoming school no matter who they are. the letter comes following a decision by the trump administration to abandon guidelines issued by the obama administration, which call for schools to let students use bathrooms according to their gender identity. conservative activists firmly oppose the idea, saying it endangers the privacy and safety of other students. happening today... several of the nation's major retailers are meeting with lawmakers in hopes of putting an end to president trump's proposed import tax. retailers fear it could wipe out profits and lead to people paying more for several items ranging from clothing to cars. a house committee will meet with the retail executives today to discuss the border tax plan... and hopefully come to a resolution. representative s from target, best buy, gap,

and j-c-penney will be there. the national retail federation says the tax change could lead to clothing prices spiking 15-percent... and electronics could cost 11- percent more. flying is getting less stressful for travelers. airlines canceled fewer flights and lost fewer bags last year. the findings were just put together by the department of transportation. canceled flights are at the lowest they have been in 22 years. only one- point-seven percent of flights were canceled last year. and airlines lost the fewest bags since they started tracking it back in 1987. the report also says more flights were on time last year than the year before. hawaiian airlines was ranked first for on-time flights... followed by alaska

our top story this morning... people who live near the oroville dam are returning home but they are being warned to be ready to leave again at a moment's james fletcher is here with a look at the emergency repair effort this morning, and the rain expected to soon hit the james crews are working around the clock to repair the emergency spillway, which had been in danger of collapsing. trucks and helicopters are dropping 1,200 tons of rock per hour onto the eroded hillside. in addition to filling the holes in the hillside below the emergency spillway, crews are releasing as much water as possible from the primary spillway... which also needs to be fixed because a giant section has fallen away. while authorities believe the risk of a collapse of the dam's emergency spillway has been averted, officials are warning people to be on alert.

take a look at this rare sight. for a few weeks each february, yosemite national park visitors get to catch a glimpse of the firefall. the setting sun hits horesetail fall causing it to look like its lava. there needs to be enough snowmelt to feed the waterfall... the water's temperature can't be too warm or too cold... and the western sky must be clear at sunset. if everything comes together and conditions are just right, the horsetail fall will light up like this for about ten minutes. tracking your morning forecast... the world according to

a pigeon was caught smuggling a cell phone to inmates in brazil. it happened at the franco da rocha prison in the state of sao paulo. the prison guards found the pigeon after a few inmates were trying to catch it. the bird was carrying a small pouch with a cell phone and a battery. authorities have not said who they think sent the bird. border patrol agents found a catapult they believe was being used to launch drugs over the u-s mexico border. they say it was near the fence of the border in douglas arizona. agents believe it

a netflix study shows a new kind of cheating on the rise.... more people are sneaking away from their partners to watch something they promised to wait to watch with them. netflix says these instances have tripled since 20-13. the company says 48-percent of streaming couples include at least one patner who has "cheated" on the other. and 80- percent of those who cheated said it was unplanned. most couples say they wait until their patner falls alseep, though some said "sleep cheating" souldn't really count.

our top story this morning... people who live near the oroville dam are returning home but they are being warned to be ready to leave again at a moment's notice. james fletcher is here with a look at the emergency repair effort this morning, and the rain expected to soon hit the area. james crews are working around the clock to repair the emergency spillway, which had been in danger of collapsing. trucks and helicopters are dropping 1,200 tons of rock per hour onto the eroded hillside. hundreds of workers are mixing concrete slurry to help keep those rocks in place. in addition to filling the holes in the hillside below the emergency spillway, crews also

massive floods from a damaged spillway. but they have been warned to be ready to leave at a moments notice. federal money has been approved to help rebuild part of the damaged dam. and... police are searching for two armed bank robbers in oakland. the gunmen robbed a bank on piedmont avenue around 5:30 last night. they took off in a car and hit two other cars in the process. police chased the pair to oakland, then lost them after they took off on foot. crews are rushing to stabilize highway 37 in marin county ahead of another strong storm expected to hit the area tomorrow. a three mile strech of that road will remain closed as crews work to raise the road. highway 37 has been hit with major flooding from a series of storms in january and february. causing road closures and traffic issues along the highway. toss trx.

police in san leandro have identified the victim in sunday night's deadly road rage shooting... but they say they still do not know much about the shooter. 45-year-old wardell taliaferro was shot and killed on marina boulevard near verna court while driving his car. his wife and their two young children were with him when he got into an argument with someone in another car. when the two vehicles reached an intersection... things escalated.

the man's wife grabbed the steering wheel...and had to get underneath his body to drive the car to the shoulder of the road. she says her husband died before the car was stopped. this morning police are still looking for possible leads on the shooter. the only person to be charged in the san bernardino terror attacks has pleaded guilty to providing the guns used in the shooting. 25-year-old enrique marquez junior admitted in a plea agreement that he bought the assault rifles used by syed farook and his wife, tashfeen malik. 14 people were killed in that attack and nearly two dozen others were wounded. the couple were later killed in a gunfight with police. marquez is being sentenced to 25 years in prison as part of the plea deal police arrested a woman they say vandalized a mosque in davis. the 25-year-old woman was arrested in connection with causing seven thousand dollars worth of damage to the islamic center of davis last month.

the arrest happened shortly after police released surveillance video showing someone smashing windows, destroying bikes and wrapping door handles with bacon. leaders of the mosque say they aren't holding any ill-will against the suspected vandal. caltrans says the plan is to add several inches of asphalt to the highway in order to raise the roads. they are also going to build a barrier in hopes of it reducing the flooding. with more rain in the forecast... highway-37 is expected to flood again before repairs are finished in the south bay... crews are still working to clear a mudslide that is blocking part of highway- 17. that highway has had its share of problems over the past week. work on the slide came to a halt last thursday... after an accident involving a sub- contractor killed one worker and injured another. a new safety plan is now in place, but the lane closures will continue indefinitely. officials say, virtually all other alternative routes are affected by mudslides. two armed bank robbers are on the loose in the east bay this morning. police conducted a massive search for the two robbers last night. this is video from oakland courtesy of our helicopter partnership with a-b-c-7 news. the gunmen robbed a bank
